* doc/emacs/maintaining.texi (Registering): Remove vc-initial-comment.

* lisp/vc/vc.el (vc-initial-comment): Mark as obsolete.

* lisp/ChangeLog.15: Fix old entry.

* etc/NEWS: Mention this.
